Guangdong Announces Application Procedures for Reduction and Refund of Social Insurance Contributions

The Guangdong Provincial Tax Service has modified its social insurance contribution administration information system through which employers can now claim reduction or exemption of social insurance contributions without filling forms and submitting applications pursuant to the policy deployments of the State Council on the provisional reduction or exemption of social insurance contributions of enterprises.

In conjunction with the Provincial Department of Human Resources and Social Security and the Provincial Healthcare Security Administration, the Provincial Tax Service issued a circular on 8 March stating that effective immediately, employers may declare payment of social insurance contributions via the website of the Provincial Tax Service or by visiting the tax offices. The system will automatically generate the amount of social insurance contributions payable after reduction or exemption at the time of declaration.  

The new policies are in line with stipulations in the recently issued Implementation Opinions of the Guangdong Provincial Department of Human Resources and Social Security, the Guangdong Provincial Healthcare Security Administration, the Guangdong Provincial Department of Finance and the Guangdong Provincial Tax Service of the State Taxation Administration on the Provisional Reduction or Exemption of Social Insurance Contributions (Yue Ren She Fa No. 58 [2020]).
