Guangdong Commits to Hengqin Human Resources Development Programme

Guangdong recently announced 10 new measures designed to enhance the development of human resources within the Hengqin New Area of Zhuhai.

Overall, these new measures are seen as having three primary objectives – deepening human resources and social security co-operation between Guangdong and Macao, boosting the resources available locally within Hengqin, and facilitating the accelerated development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Among the priorities of these new measures are the following:

Wider Delegation of Power

  • When legally appropriate, the Guangdong Department of Human Resources and Social Security will delegate the required authority to evaluate the competence of teachers, as well as those with senior roles in modern services, the cultural / creative industries and the artificial intelligence (AI) sectors

Subsidies and Loans

  • A higher level of subsidies for start-up businesses overall is to be provided, while any Macao resident committed to launching a Hengqin-based business will be considered eligible for the guaranteed loan programme

Platform Development

  • Within Hengqin, support will be provided for the development of a number of project-oriented platforms for major projects, including the establishment of an optimised workstation network geared to the ongoing research needs of PhD-holders and above
