Guangdong Introduces Province-Wide Tax Handling Arrangements

The Guangdong Provincial Tax Service of the State Taxation Administration has recently issued a Guide to the Province-Wide Handling of Tax Matters.

The key change outlined in the Guide is that any Guangdong tax office (except those under Shenzhen’s jurisdiction) is free to handle the relevant affairs of tax payers on a province-wide basis, as long as there is no material change to the pertaining tax authority, the budget category nor the individual with overall tax-paying liability.

Among the areas covered by the Guide are the submission of required reports, the filing of tax returns, the eligibility for tax incentives, the processing of any relevant certification and a comprehensive range of other tax-related matters. On an ad hoc basis, the Guangdong Provincial Tax Service will update the Guide to incorporate any new policy initiatives, with the amended version accessible via its portal.

Taxpayers are free to access the most up-to-date version via the website of the Guangdong Provincial Tax Service. Alternatively, they can call the tax service hotline on 12366 or visit their tax office in person.

These measures came into force on 1 December this year, with full details available in Announcement No.8 (2019), as issued by the Guangdong Provincial Tax Service.
