Guangdong Issues New Certificates of Real Estate Registration
With effect from the end of June this year, a new form of real estate ownership certificate is issued upon registration in all the municipalities and counties (cities, districts) in Guangdong. The old form of the certificate will no longer be issued.
To date, Guangdong province has completed the work of integrating all procedures regarding real estate registration at various government levels. The department of land and resources at provincial, municipal and county levels is responsible for guiding and supervising the registration of real property such as land, housing, forest land, grassland (including pasture), and maritime areas.
Guangzhou launched the task of unifying real estate registration in November last year. Up to 12 June 2016, a total of over 600,000 copies of the new real estate ownership certificate have been issued at both the municipal and district levels of Guangzhou. According to Lin Wenzhou, director of Guangzhou Real Estate Registration Center, Guangzhou has been issuing new certificates in strict compliance with the criteria set by the Ministry of Land and Resources requiring that the certificate must include a drawing and a serial number. Guangzhou has now basically completed the work of numbering land lots. By unifying the numbering scheme for real estate, now each real estate number corresponds to the registered address of a building.
Heshan city, serving as the model of real estate registration certificate issuance in the country, officially started handling real estate registration according to the unified registration procedures on 4 January this year. As of 20 June, a total of 6,017 real estate ownership certificates have been issued.
As of 14 October 2015, Shunde district, 21 cities above prefectural level and 118 counties (cities, districts) in Guangdong province had accomplished the work of integrating procedures regarding real estate registration. By 17 June 2016, a total of 14 prefectural-level cities including Guangzhou and Shenzhen as well as 62 counties (cities, districts) have issued over 1.7 million copies of the new version real estate ownership certificates, ranking first in the country. Meanwhile, Zhongshan city has linked up with the state-level real estate registration information management platform.
