Guangdong Looks to Boost Prospects of Young GBA Entrepreneurs

In order to help implement the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the government of Guangdong province has published plans of how it intends to support young entrepreneurs and innovators from Hong Kong and Macao. Among its goals is the establishment of an innovation and entrepreneurship base in each of the three free trade areas of Guangzhou’s Nansha, Shenzhen’s Qianhai and Zhuhai’s Hengqin by 2020, as well as one in each of the nine mainland cities in the Pearl River Delta by 2025.

Among the key measures outlined in the plan are the following:

  • Young people from Hong Kong and Macao who are starting up businesses in Guangdong will enjoy the same employment and entrepreneurship support policies as local residents
  • The mutual recognition of professional qualifications in Guangdong, Hong Kong and Macao under the terms of the CEPA framework
  • Funds to support young entrepreneurs from Hong Kong and Macao, sufficient to cover all stages of a start-up business, will be established, while loans and discounted loans will be offered to qualified young people from Hong Kong and Macao who start business within one of the designated bases
