Guangdong Opens Medical Services Sector to Overseas Investors and Operators

Guangdong has recently issued its implementation plan for the development of a diversified, multi-tier medical service by 2020. Among the priorities identified in the plan is the development of a general medical service operating with the support of a number of specialist services, while also integrating the benefits of traditional Chinese medicine.

Overall, the plan calls for the easing of market access requirements, the optimising of project approval services and the promotion of wider investment and co-operation. In line with this, health service groups engaged in the pharmaceutical, medical service and commercial health insurance sectors are to be encouraged to provide integrated services, while steps will also be taken to open the sector up to the wider world. This will see service providers in Hong Kong, Macau and Taiwan, as well as in other overseas locations, encouraged to provide medical services within Guangdong.

As part of this programme, incentives will be offered to specialist medical practitioners, advanced medical technology providers and managers with proven expertise in a medical environment. At the same time, the introduction of outstanding medical management models from overseas will also be encouraged.

This will see pre-establishment national treatment and the negative list approach extended to overseas investment in the medical sector in line with the prevailing regulations relating to FDI-backed industries. Furthermore, privately-run medical institutions will be encouraged to provide health checks, cosmetic medical services, traditional Chinese wellness treatments, customised medical services and other health services currently popular with overseas patients and high-income groups.
