Guangzhou Looks to Optimise Business Approval and Management Procedures

The Guangzhou Municipal People’s Government recently issued details of a pilot programme intended to optimise the city’s overall business environment, primarily by streamlining and rationalising the official procedures relating to launching and managing commercial operations.

Among the key points of the programme are the following:  

  • Streamlined Approvals and Fast-tracked Procedures
    In line with this, the need for prior approval when launching a business is to be replaced by a system of post-operation oversight and a requirement for a notification of commitment to be submitted to the appropriate authority. In the case of any subsequent business procedures, any routine request supported by the appropriate documentation – including deregistration applications and record-filing submissions – and where no on-site inspection is mandated, will be completed on the same day.
  • Enhanced Support for Hong Kong and Macao Residents
    A dedicated staffed service point will be established to provide one-stop business advice and other consultancy services to any Hong Kong / Macao residents living or working in Guangzhou
  • Single Window Processing for Non-Mainland Employee Documentation
    A single window system will be introduced as a way of facilitating the simultaneous processing of applications for a Foreigner’s Work Permit (Category A) and a Residence Permit, the two official documents a non-mainland resident requires if undertaking employment in Guangzhou.
