Hengqin Introduces Enhanced Cross-Border E-Commerce Development Measures

A number of new measures have been introduced to boost cross border e-commerce in Hengqin. These include grants of up to RMB3 million for e-commerce import/export companies and of up to RMB1.5 million for cross-border e-commerce platforms. Support will also be offered, through financing, for e-commerce logistics and warehousing, while simplified customs clearance will also be introduced.

The moves were announced by the General Office of the Zhuhai Hengqin New Area Administrative Committee in its recently-issued Interim Measures of the Hengqin New Area on Supporting Cross-Border E-Commerce Development. In specific terms, the circular calls for the wider use of the Hong Kong-Zhuhai-Macau Bridge, which links the east and west banks of the Pearl River with the western part of Guangdong province, as a cross-border transport hub.  It also outlines plans to establish a China (Zhuhai) Cross-Border E-Commerce Comprehensive Pilot Zone and promote the overall development of cross-border e-commerce in the Hengqin New Area.

Among the specific measures, which will remain in force until 2020, are the following:

The Introduction of Special Funding to Develop Cross-Border E-Commerce and Encourage Cross-Border E-Commerce Enterprises.

In accordance with this, any cross-border e-commerce enterprise that conducts import /export business (under special customs supervision) with a value of more than US$10 million, US$30 million or US$50 million in its first year will be entitled to grants totalling RMB1 million, RMB2 million or RMB3 million respectively.

Nurturing the Development of Cross-Border Comprehensive E-Commerce Service Platforms.

Cross-border comprehensive e-commerce service platforms that conduct import and export business in the form of special customs supervision with a value of more than US$20 million, US$60 million or US$100 million will be given lump sum financial rewards of RMB300,000, RMB1 million or RMB1.5 million respectively.

The Provision of Financial Support to Relevant Enterprises for the Provision of Warehouses, Logistics Facilities and Experience Stores.

The Provision of Green Channel, Express Customs Clearance, Convenient Financing and Other Simplified Measures for Relevant Enterprises.
