Licence Requirements Announced for Internet News Services
As of 1 June 2017, internet news information service providers are obliged to secure the appropriate service licence and are prohibited from providing any services beyond the scope of that licence. These new requirements were detailed in the Provisions for the Administration of Internet News Information Service, recently published by the Cyberspace Administration of China
More specifically, under the terms of these provisions, any entity providing the public with internet news information services, including internet news editing and publishing services, relay services and broadcast platform services, is required to be in possession of an internet news information service licence. This applies to operators of websites, apps, forums, blogs, microblogs, public accounts, instant messaging tools, webcasts and any other form of digital communication.
The Provisions also specify the exact responsibilities of service providers, including the management of senior editors and employees, the required information security protocols and the oversight of platform users. Governance is also provided on the protection of user/personal information, copyright compliance and restrictions on internet news information service providers and their employees from engaging in illicit profiteering.
