New Access Management Rules for New Energy Vehicle Industry Take Effect in July
The Access Management Rules for New Energy Vehicle Production Enterprises and Products promulgated by the Ministry of Industry and Information Technology (MIIT) in January 2017 will take effect on 1 July 2017 (see details in Chinese). The Access Management Rules for New Energy Vehicle Production Enterprises and Products (Gongchanye No. 44 ) promulgated in June 2009 will be abrogated at the same time. The new rules aim to boost the sustainable and healthy development of the new energy vehicle industry.
The new rules make clear the definition of new energy vehicles, stating that their scope covers plug-in hybrid vehicles, pure electric vehicles and fuel cell vehicles. In respects that directly concern the safety of people’s life and property and the safety of the public, in particular, the new rules set more stringent safety requirements for new energy vehicle products, including improved access requirements for production enterprises and products.
Under the new rules, new energy vehicle production enterprises must have the design and development capability, production capability, production consistency guarantee capability and product safety assurance capability necessary for the production of new energy vehicle products. Applicants for access to the new energy vehicle products market must comply with the special inspection standards for car safety. The new rules also provide for the introduction of the “halting” system under which production enterprises must immediately halt the production and sale of new energy vehicle products should they be found to have safety and other serious problems.
