New Guidelines Seek to Co-ordinate E-Commerce and Delivery Logistics Development

A new policy document, intended to assure the co-ordinated development of the e-commerce and express delivery logistic sectors, has been published by the State Council. These new guidelines – Opinions on Boosting the Co-ordinated Development of E-Commerce and Express Delivery Logistics – comply with the previously-published Internet + Logistics Action Plan and identify six areas as particular priorities:

  1. Accelerating institutional innovation and streamlining the licensing procedures applicable to the delivery sector
  2. Improving e-commerce and express delivery logistics infrastructure, while promoting the development of e-commerce and express delivery logistics parks
  3. Strengthening and regulating e-commerce operation, while optimising distribution practices and traffic management
  4. Strengthening service innovation and promoting the use of smart delivery facilities
  5. Accelerating the smart standardisation process by upgrading information technology facilities and fully utilising such innovations as big data and cloud computing
  6. Minimising adverse environmental impact by adopting eco-friendly packaging throughout the e-commerce sector, while also reducing the use of excessive packaging materials
