New Guidelines Spell Out Route to Greater Logistics Efficiency

As part of an overall overhaul of the mainland logistics sector, the State Council has approved 27 specific measures aimed at maximising the efficiency of the sector and facilitating its role as the key connector between manufacturers and consumers. In its recent circular, Opinions on Further Promoting Cost Reduction and Efficiency Improvements in the Logistics Sector to Facilitate the Development of the Real Economy, the State Council also emphasises the importance of cutting logistics costs in line with the country’s overall industrial restructure and commitment to co-ordinated regional development, while additionally highlighting the sector’s significant contribution to the efficiency of the national economy.

Among the most significant of the proposed reforms are the following:

  1. Promoting inter-provincial bulk cargo transportation and other national networking services, while improving urban distribution and vehicle traffic management systems
  2. Cutting taxes and fees and improving the overall taxation regime as it applies to the logistics sector
  3. Enhancing planning and land-use support for the logistics industry, while establishing a number of new comprehensive logistics hubs and upgrading several existing facilities
  4. Accelerating the adoption of IT-managed standardised and intelligent logistics storage, while promoting the use of “internet + technology” throughout the logistics sector
  5. Promoting the integrated development of the logistics and manufacturing sectors
  6. Maximising information connectivity, while supporting the continued development of existing logistics information platforms
  7. Trialing comprehensive cost and efficiency reforms in a number of provinces and cities.
