New Waste Paper Import Regulations Now in Effect
In an effort to tighten control over solid waste imports, new regulations on the import of waste paper to China have been introduced by the Ministry of Environmental Protection (MEP). Billed as the Administrative Provisions on Environmental Protection for Waste Paper Import, the new legislation is in line with the previously-adopted Implementation Plan for Prohibiting the Entry of Foreign Wastes and Promoting the Reform of the Solid Waste Import Management System (Guo Ban Fa No. 70 ).
Under the new regulations which came into effect as of 15 December 2017, all waste paper importers must, in addition to meeting the requirements set out in The Administrative Environmental Protection Provisions on the Restricted Import of Solid Wastes For Reprocessing as Raw Materials, comply with the following stipulations:
- A production capacity for a minimum of 50,000 tons per year must be in place, as well as the required pulp and paper processing equipment
- In addition to adhering to all of the protocols outlined in both the Paper Industry Development Policy and the Guiding Catalogue of Industrial Structure Adjustment, the waste paper processing company in question must not feature on The List of Industrial Enterprises Required to Eliminate Backward Capacity
- The possession of a Pollutant Discharge Licence and compliance with its specific requirements
