Origin Requirements Simplified for Imports Transited Via Hong Kong and Macau
The origin requirement with regards to goods transited via Hong Kong and Macau is to be simplified, according to a recent announcement by the General Administration of Customs (GAC). This is in line with the “direct consignment” clause specified in the preferential trade arrangements previously concluded between China and a number of other countries and territories.
As of 10 July 2017, if the consignee of imported goods (or its agent / importer) has submitted the Certificate of Non-Manipulation in accordance with the provisions made in GAC Announcement No. 52 [2016] and the GAC has received electronically the data on the certificate (and finds the information to be in accord with the import declaration), the importer is no longer required to submit the original Certificate of Non-Manipulation.
