Overseas-Owned Yachts to be Welcomed into Hainan Waters on Trial Basis

With immediate effect, Hainan is to grant overseas-owned yachts access to eight of its surrounding coastal areas – Dongying, Boao, Shimei Bay (off the Shenzhou Peninsula), Haitang Bay, Nanshan, Longmu Bay, Qizi Bay and Lingao Cape. This entitlement will extend until 15 January 2020.

Hainan is the first province to implement a government-backed programme intended to allow overseas-owned recreational vessels access to mainland waters. The move is also seen as another step toward establishing the province as a Free Trade Zone / Port.

In terms of restrictions, the Hainan Maritime Safety Administration has emphasised that all such overseas vessels must strictly comply strictly with all relevant regulations while in Chinese waters. In addition, they must ensure their Automatic Identification System (AIS) remains active and should not berth or load / unload personnel / goods at any ports not open to overseas-owned leisure craft.
