Pilot Cross-border e-Commerce Cities May Increase in Number
The State Council proposed in the 16 August executive meeting to reform and improve the systems and mechanisms adaptable to new industrial formats and new models, expand pilots in cross-border e-commerce, trading based on market-oriented sourcing and integrated foreign trade enterprises, as well as foster new development forces. Experts reckon that cross-border e-commerce as the representative of the new format and new model is becoming a new driving force of China's foreign trade growth under the current trade situation.
In order to stimulate export growth and stabilise domestic consumption, the number of pilot cross-border e-commerce cities will be increased further in the future. Currently, a number of cities across the country compete to declare as cross-border e-commerce comprehensive experimental zones, including Quanzhou, Dongguan, Wuhan, Harbin, Hohhot and Urumqi.
The China (Hangzhou) Cross-border e-Commerce Comprehensive Experimental Zone is the country's first cross-border e-commerce demonstration area. In January, the State Council set up a number of new cross-border e-commerce comprehensive experimental zones in 12 cities including Tianjin, Shanghai, Chongqing, Hefei, Zhengzhou, Guangzhou and Chengdu, providing new support for the development of foreign trade with the new model. The State Council also proposed to expand the cross-border e-commerce pilot, reflecting the emphasis on cross-border e-commerce.
However, the current constraints of cross-border e-commerce development are mainly high cost and slow logistics. All along, the many intermediate links in the cross-border e-commerce logistics supply chain and long billing cycle result in lack of timeliness, hindering further enhancement in the speed of delivery.
Zhang Li, researcher at an e-commerce research institute under the Ministry of Commerce, said that the future policy orientation is to encourage exports while encouraging imports, facilitate payments and customs clearance, and guide cross-border e-commerce brand development so as to achieve "inward and outward flow of excellence." The roles of cross-border e-commerce comprehensive experimental zone are to be strengthened to promote replication of innovative experiences.
