Provinces Support Installation of EV Charging Facilities

Some provinces including Hunan and Sichuan have recently rolled out a series of favorable policies to support the installation of charging facilities for electric vehicles (EV). Among these, Hunan has set out specific requirements such as the ratio of charging equipment to EVs in both public parking lots and various types of buildings with EV-charging enabling car parking spaces, as well as the requirement of allowing for the installation of such facilities in future. All parking spaces of newly constructed residential buildings, for example, must be equipped with EV charging facilities or allow for the installation of such devices in future. Meanwhile, Chengdu city of Sichuan announced lately the criteria for subsidising new-energy vehicle charging facilities for year 2016 to encourage the installation of charging piles.

The documents on the construction of EV charging infrastructure in residential districts prepared by the National Energy Administration are reportedly undergoing the joint endorsement procedure by relevant ministries and committees. It is estimated that, should the ratio of charging interfaces to EVs be 1:1, there would be 12,000 EV battery charging and changing stations and 4.5 million charging piles in China by 2020.  Assuming that the average cost per charging pile is RMB20,000 and RMB3 million per charging station, the size of the EV charging equipment market could reach RMB124 billion.

In a bid to speed up the uptake of new-energy vehicles, the Chinese government has adopted a series of policies to support the development of a nationwide charging network. The National Development and Reform Commission published the Guidelines on the Development of Electric Vehicle Charging Infrastructure (2015-2020) in last November, setting clear targets for the construction of charging infrastructure with an aim to meet the needs of five million EVs in China by 2020. Priority will be given to the construction of charging infrastructure for the public service sector, such as public transport, car-hiring and environmental, health and logistics services. There will be more than 3,850 new battery charging and changing stations for public transport vehicles, 2,500 for taxis, and 2,450 for special purpose (e.g. environmental, health and logistics services) vehicles. Besides, more than 800 new charging stations will be set up along key expressway networks in the country to form a web of fast charging stations between cities. As for EV charging interface standards, a series of national standards including the Connection Set for Conductive Charging of Electric Vehicles have been examined and approved by specialists from the National Technical Committee of Auto Standardisation (NTCAS).

Playing a leading role in the development of the nationwide charging network, the State Grid Corporation of China procured through tendering charging facilities with a total capacity of 900,000 megawatts last year, a year-on-year increase of over 800%. The company carried out two rounds of tendering during the first half of this year and procured charging equipment with a total capacity of 925,000 megawatts. China Southern Power Grid invited tenders for the first batch of charging devices at the end of July this year, and procured 436 and 977 units of DC chargers and AC charging piles respectively.
