Qianhai Streamlines Approval for Hong Kong and Macao Wholly-Owned Vocational Skills Training Institutions

The Qianhai Authority recently issued the Circular on the Implementation Measures for Hong Kong and Macao Service Providers to Establish Wholly-Owned Non-Educational Vocational Skills Training Institutions in the Qianhai Shenzhen-Hong Kong Modern Service Industry Co-operation Zone to strengthen co-operation and exchanges in vocational skills training in the Guangdong-Hong Kong-Macao region and expand the opening up of vocational skills training in Guangdong province. The document provides clarifications for relevant duties and responsibilities and streamlines the approval procedures involved.

  • Applications submitted by Hong Kong and Macao service providers to establish wholly-owned non-educational vocational skills training institutions in Qianhai are to be approved by the Qianhai Authority and copied to the city’s education administrative department for the record.
  • The Qianhai Authority must decide whether or not to grant approval in writing within 60 days after accepting the application.
  • After obtaining the school licence, non-educational vocational skills training institutions wholly owned by Hong Kong and Macao service providers must complete business registration or register as private non-enterprise entities.

The Implementation Measures took effect on 31 December 2019 and will remain in force until 1 May 2021.
