Revised Catalogue of Encouraged Industries for Foreign Investment Enters Public Consultation Period

A revised edition of the Catalogue of Encouraged Industries for Foreign Investment has now been opened-up for public consultation.

Jointly compiled by the National Development and Reform Commission (NDRC) and the Ministry of Commerce (MOFCOM), interested parties have until 2 March to submit any comments on the updated catalogue.

The draft catalogue consists of two sections, both of which are open for consultation:

1. National Catalogue of Encouraged Industries for Foreign Investment  

This is a revision of the encouraged categories of foreign investment currently detailed in the Catalogue for Guidance of Foreign Investment Industries and applies to foreign investment projects in any mainland region. The restricted / prohibited categories for foreign investment, as featured in previous Catalogues, have been abolished in line with the adoption of the Special Administrative Measures on Foreign Investment Access (Negative List). As a consequence, it is hoped that modern agriculture, advanced manufacturing, the high-tech sectors and modern services will now attract a higher level of overseas investment.

2. Catalogue of Priority Industries for Foreign Investment in Central and Western Regions

A revision of the current Catalogue of Priority Industries for Foreign Investment in Central and Western Regions, this section solely focuses on the specially-designated foreign investment opportunities on offer in central / western China, northeastern China and Hainan. Any non-mainland-sourced investment in these areas may be eligible for the incentive programmes previously detailed in the National Catalogue of Encouraged Industries for Foreign Investment and the Catalogue of Priority Industries for Foreign Investment in Central and Western Regions. The bespoke approach to these regions is in line with the central government policy of prioritising industrial transfer from eastern China and overseas, boosting the development of the border areas, optimising investment in / co-operation with the countries along the routes of the Belt and Road Initiative and maximising the development of the open economy.
