Shanghai Adopts Streamlined Industrial Production Licence Approval Regime

Streamlined approval procedures for licences to produce 17 categories of industrial goods within the Shanghai municipal district were officially adopted on 1 August this year. Under the terms of this revised legislation, the granting of a production licence is no longer dependent on the completion of prior product testing. This new regime, which also prioritises the use of e-licensing, was introduced by the Shanghai Municipal Bureau of Quality and Technical Supervision and will run until 31 July 2022.

The 17 categories of industrial goods that qualify for licensing under the streamlined system are as follows: special labour protection articles; wires and cables; fire-resistant materials; steel pipe scaffolding clamps; waterproofing rolls; packaging materials or containers for dangerous chemicals; motor vehicle braking fluids; wood-based panels; chemical fertilisers; grinding wheels; fodder grinders; construction winches; steel ropes; light or small lifting and transport equipment; steel strands for pre-stressed concrete; pre-stressed concrete sleepers; and life-saving equipment.
