Shanghai Embraces New AI Priority Development Regime
The development of Artificial Intelligence (AI) applications and resources has been designated as a priority by the Shanghai Economic and Information Technology Commission. To this end, in association with four other local government bodies, the Commission has issued new guidelines designed to nurture AI-related research and implementation across five distinct sectors.
This new strategy document – Implementation Measures for Accelerating the High-Quality Development of Artificial Intelligence – identifies several areas as meriting fast-track treatment, including:
Accelerating the Formation of High-Calibre AI Teams
In line with this, the recruitment of appropriately-qualified personnel, both as individuals and teams, will be incorporated into the city’s existing drive to attract the best talent from within China, as well as from overseas. In order to further facilitate this, moves will be made to enhance the local working environment and to extend the city’s social security provisions.
Deepening the Sharing and Application of Data Resources
This will see new legislation adopted with regard to the administration, collection and sharing of public data, with moves also made to optimise the operation of Yiwang Tongban (zwdt.sh.gov.cn), the existing one-stop local e-government portal, while additionally expanding its scope and remit.
Supporting the Wider Development of the AI Industry
With AI officially designated as one of the city’s key, emerging, strategic industries, approved, related projects will be eligible for local government-sourced financial support. Such support will be to a maximum of 30% of the total planned investment, with an upper limit of RMB20 million (US$2.9 million) applying in all such instances.
The adoption of the Measures forms part of a city-wide commitment to deliver on the goals of the previously-adopted Implementation Opinions on Promoting the Development of Next-Generation Artificial Intelligence in the Municipality (Hu Fu Ban Fa No. 66 ).
