Streamlined Cosmetics Import Procedures Trialled in Qianhai-Shekou Area

The Guangdong Provincial Food and Drug Administration recently announced that, with immediate effect, non-special-use cosmetics entering the country via the Shenzhen Qianhai-Shekou Area of the Guangdong Pilot Free Trade Zone for the first time only need to file the relevant records and no longer require prior administrative approval. The importers’ designated representative in China, however, must be registered within the Qianhai-Shekou Area. Manufacturers of imported non-special-use cosmetics covered by the pilot project and their designated representative may then proceed to import such items after securing the confirmatory certification. This arrangement will remain in force until 21 December 2018.
