Updated Regulations for Entry-Exit Quarantine Procedures

New regulations with regard to the overall administration of quarantine procedures are scheduled to come into effect on 1 March this year. The updated procedures are detailed in the Operational Regulations for the Administration of Entry-Exit Quarantine Treatment, as recently circulated by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

In addition to outlining the overall responsibilities of the various bodies involved in the quarantine process, the regulations also specify the required procedures, as well as the supervision and inspection requirements. In more specific terms, while AQSIQ is deemed to have overall national responsibility for the supervision and administration of quarantine procedures, the customs clearance departments, attached to the inspection and quarantine bureaus directly under the auspices of AQSIQ, are responsible for the supervision and administration of all quarantine procedures conducted within their jurisdiction.

At the same time, it falls to the administrative departments responsible for health quarantine and animal / plant quarantine to oversee and monitor all quarantine procedures. Overall, all of the bodies active within the quarantine administration, monitoring or implementation sectors will be deemed to be responsible for the safe conduct of all quarantine procedures and should fulfill all of their duties in line with the official regulations.
