Use of Expert Database Compulsory for Approval of Government Financial and Technological Projects

Experts required for the assessment of government projects in the financial or scientific / technological fields must now be sourced from an official database maintained by the Ministry of Science and Technology. Under the terms of an official directive, all of the administrative departments and professional bodies with oversight of financial and / or scientific / technological government programmes, both with regard to project management and funding, should only select experts required for project assessment / evaluation, acceptance assessment, appraisal and reward, from the database in question.

In line with the recently issued Administrative Measures for the National Science and Technology Expert Database (Trial Implementation) (Guokebanchuang No. 25 [2017]), this database will be managed by the government administrative departments responsible for the science / technology sector, with only high-level professionals in the scientific, technological, industrial and economic sectors set to be approved for inclusion. All such experts will be employed on a rotational basis, ensuring the same individuals are not used to approve different phases of the same project.

The directive came into force as of 14 April 2017.
