Zhuhai Set to Implement Existing Free Trade Area Reforms on Citywide Basis

The Zhuhai government plans to extend six of the reforms and innovations currently being trialled in the Hengqin New Area of the China (Guangdong) Pilot Free Trade Zone to the whole of the city. These include:

  • Establishing new models of convenient cross-border tax arrangements, including signing tax cooperation agreements with Hong Kong and Macau banks, establishing robust remote visual systems for processing tax matters and taking a national lead in the launch of cross-border electronic tax vouchers.
  • Adopting the practice of sharing electronic tax vouchers, allowing the relevant government departments to query the data on electronic tax vouchers and print out and examine all such documents.
  • Establishing a cross-border joint mediation mechanism - the Implementation Plan for Establishing the Mediation and Litigation Platform for Launching Mediation and Litigation Work - with Hong Kong and Macau legal practitioners serving as special mediators.
