Anti-dumping Actions

Commodity: Chopped glass fibre strands, of a length of not more than 50 mm; glass fibre rovings, excluding glass fibre rovings which are impregnated and coated and have a loss on ignition of more than 3% (as determined by the ISO Standard 1887); and mats made of glass fibre filaments excluding mats of glass wool, currently falling within CN codes 7019 11 00, ex 7019 12 00 (TARIC codes 7019 12 00 21, 7019 12 00 22, 7019 12 00 23, 7019 12 00 25, 7019 12 00 39) and 7019 31 00. This description is provided in Article 1 of Commission Implementing Regulation 1379/2014.

Countries/Economies: The Chinese mainland.

Action: On 17 April 2019, the Official Journal published a notice of the impending expiry of certain anti-subsidy (countervailing) measures, namely, those targeting certain filament glass fibre products from the Chinese mainland. The Commission gives notice that, unless a review is initiated in accordance with the following procedure, the countervailing measures will expire on 24 December 2019. Union producers may lodge a written request for a review. This request must contain sufficient evidence that the expiry of the measures would be likely to result in a continuation or recurrence of subsidisation and injury. Should the Commission decide to review the measures concerned, importers, exporters, representatives of the exporting country and Union producers will then be provided with the opportunity to amplify, rebut or comment on the matters set out in the review request.

Dates: Union producers may submit a written request for a review on the above basis, to reach the European Commission at any time from the date of the publication of the notice but no later than three months before 24 December 2019.

Commodity: Sulphanilic acid, falling within CN code ex 2921 42 00 (TARIC code 2921420060). This information is found in Article 1 of Commission Implementing Regulation 1346/2014.

Countries/Economies: The Chinese mainland.

Action: On 16 April 2019, the Official Journal published a notice of the impending expiry of certain anti-dumping measures, namely, those levied against Sulphanilic acid from the Chinese mainland. The Commission gives notice that, unless a review is initiated in accordance with the following procedure, the anti-dumping measures will expire on 19 December 2019. Union producers may lodge a written request for a review. This request must contain sufficient evidence that the expiry of the measures would be likely to result in a continuation or recurrence of dumping and injury. Should the Commission decide to review the measures concerned, importers, exporters, representatives of the exporting country and Union producers will then be provided with the opportunity to amplify, rebut or comment on the matters set out in the review request.

Dates: Union producers may submit a written request for a review on the above basis, to reach the European Commission at any time from the date of the publication of the present notice, but no later than three months before 19 December 2019.

Commodity: Melamine currently falling within CN code 2933 61 00. This information is found in Article 1 of Commission Implementing Regulation 2017/1171.

Countries/Economies: The Chinese mainland.

Action: The Official Journal has published a notice concerning the change of the name of a company. The company is subject to the minimum import price for cooperating non-sampled companies, with regard to the anti-dumping measures in force on imports into the Union of melamine originating in the Chinese mainland. Imports of melamine are subject to a definitive anti-dumping duty, imposed by Commission Implementing Regulation 2017/1171. One company, with TARIC additional code A987, whose exports to the Union of melamine are subject to the minimum import price of EUR/tonne 1,153 informed the Commission that it had changed its name from Holitech Technology Co. Ltd to Shandong Holitech Chemical Industry Co., Ltd. The company asked the Commission to confirm that the change of name does not affect the right of the company to benefit from the minimum import price applied to it under its previous name. The Commission examined the information supplied and concluded that the change of name in no way affects the findings of Regulation 2017/1171. The TARIC additional code A987 previously attributed to Holitech Technology Co. Ltd shall apply to Shandong Holitech Chemical Industry Co., Ltd.
