Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.
Product: Circular welded carbon quality steel pipe, classified under HTSUS subheadings 7306.30.10.00, 7306.30.50.25, 7306.30.50.32, 7306.30.50.40, 7306.30.50.55, 7306.30.50.85, 7306.30.50.90, 7306.50.10.00, 7306.50.50.50, 7306.50.50.70, 7306.19.10.10, 7306.19.10.50, 7306.19.51.10 and 7306.19.51.50.
Nature of Notice: Initiation of sunset reviews of AD duty order A-570-910 and CV duty order C-570-911, effective 1 November 2018.
Summary: The DOC has initiated separate sunset reviews of the AD and CV duty orders on subject merchandise from mainland China. The reviews will result in either the revocation or continuation of the orders.
Product: Certain steel nails, classified under HTSUS subheadings 7317.00.55, 7317.00.65, 7317.00.75 and 7907.00.6000.
Nature of Notice: Upcoming sunset review of AD duty order A-570-909.
Summary: The DOC has announced that a sunset review of the AD duty order on subject merchandise from mainland China will be initiated in December. The review will result in either the revocation or continuation of the order.
Product: Various products.
Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 1 November 2018.
Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 30 November, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 November 2017 through 31 October 2018: certain cut-to-length carbon steel (A-570-849), certain hot-rolled carbon steel flat products (A-570-865), certain coated paper suitable for high-quality print graphics using sheet-fed presses (A-570-958), diamond sawblades and parts thereof (A-570-900), fresh garlic (A-570-831), lightweight thermal paper (A-570-920), monosodium glutamate (A-570-992), paper clips (A-570-826), polyethylene terephthalate film (A-570-924), pure magnesium in granular form (A-570-864), refined brown aluminium oxide (A-570-882), seamless carbon and alloy steel standard, line and pressure pipe (A-570-956), and seamless refined copper pipe and tube (A-570-964). Parties may also request a review of the CV duty orders on certain coated paper suitable for high-quality print graphics using sheet-fed presses (C-570-959), chlorinated isocyanurates (C-570-991) and lightweight thermal paper (C-570-921) for the period 1 January through 31 December 2017 as well as the CV duty order on seamless carbon and alloy steel standard, line and pressure pipe (C-570-957) for the period 1 November 2017 through 31 October 2018. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.
Product: Uncovered innerspring units, classified under HTSUS subheadings 7326.20.0070, 7326.20.0071, 7326.20.0090, 7320.20.5010, 7320.90.5010, 9404.29.9005, 9404.10.0000, 9404.29.9010 and 9404.29.9011.
Nature of Notice: Preliminary results of administrative review in AD investigation A-570-928, effective 2 November 2018.
Summary: The DOC has preliminarily determined in its administrative review of imports of subject merchandise during the period 1 February 2017 through 31 January 2018 that Foshan Nanhai Jolyspring is not eligible for a separate rate. Accordingly, the pre-existing China-wide rate of 234.51 percent will apply to entries of subject merchandise from this company.
Product: Diamond sawblades and parts thereof, classified under HTSUS subheadings 6804.21.0000,8202.39.0000 and 8206.00.0000.
Nature of Notice: Court decision not in harmony with final results of administrative review in AD investigation A-570-900, effective 2 November 2018.
Summary: The DOC has amended the final results of its administrative review of subject merchandise for the period 1 November 2012 through 31 October 2013 after the U.S. Court of International Trade sustained its final remand redetermination. As a result, the DOC has issued amended dumping rates for 26 separate rate respondents. Since the cash deposit rates for Danyang City Ou Di Ma Tools Co. Ltd. and Dayang Tsunda Diamond Tools Co. Ltd. have not been subject to subsequent administrative reviews, the DOC will issue revised cash deposit rate instructions to CBP adjusting those companies’ rates from 2.34 percent to 12.05 percent, effective 2 November. The cash deposit rates of the other respondents will not change because they have since been updated in subsequent administrative reviews.
