Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.
Product: Raw flexible magnets, classified under HTSUS subheadings 8505.19.10 and 8505.19.20.
Nature of Notice: Continuation of AD duty order A-570-922, effective 23 July 2019.
Summary: The USITC determined on 25 June that revocation of the AD duty order on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the order for an additional five years.
Product: Small diameter graphite electrodes, classified under HTSUS subheadings 3801.10, 8545.11.0010 and 8545.11.0020.
Nature of Notice: Partial rescission of administrative review in AD investigation A-570-929, effective 23 July 2019.
Summary: The DOC has rescinded based on the timely withdrawal of the review request its administrative review of subject merchandise exported by 198 companies during the period 1 February2018 through 31 January 2019. As a result, the cash deposit rates for subject merchandise from these companies will continue to be the rates established in the most recently completed administrative review. The review will continue with respect to Fushun Jinly Petrochemical Carbon Co. Ltd. (also known as Fushun Jinli Petrochemical Carbon Co. Ltd.)

Nature of Notice: Final results of administrative review in AD investigation A-570-831, effective 24 July 2019.
Summary: The DOC has established the following dumping margins for imports of subject merchandise during the period 1 November 2016 through 31 October 2017. CBP will assess AD duties on all appropriate entries using these rates, which will also be used to determine new AD cash deposit requirements.

Nature of Notice: Correction to final affirmative determination in investigation C-570-081.
Summary: The DOC has corrected the name of one company in its final affirmative determination and CV duty order on subject merchandise. Specifically, mandatory respondent Simagchem Corp. was erroneously listed as Sigmachem Corp. in the proceeding.
Product: Carbon and alloy steel threaded rod, classified under HTSUS subheadings 7318.15.5051, 7318.15.5056, 7318.15.5090, 7318.15.2095 and 7318.19.0000.
Nature of Notice: Preliminary affirmative determination and alignment of final AD and CV determinations in CV investigation C-570-105, effective 29 July 2019.
Summary: The DOC has preliminarily established the following subsidy rates for imports of subject merchandise. The DOC will instruct CBP to begin collecting CV cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue a CV duty order and require CV cash deposits at the rates specified therein, which could be different from those set forth below.

The DOC has also aligned the final determinations in the AD and CV investigations of subject merchandise so that they are both issued on 3 December.

Nature of Notice: Initiation of administrative reviews of AD/CV duty orders, effective 29 July 2019.
Summary: The DOC has initiated separate administrative reviews of the following AD duty orders for the period 1 June 2018 through 31 May 2019: chlorinated isocyanurates (A-570-898) and tapered roller bearings (A-570-601). The DOC has also launched reviews of the AD duty order on certain cold-drawn mechanical tubing of carbon and allow steel (A-570-058) for the period 22 November 2017 through 31 May 2019, the CV duty order on high pressure steel cylinders (C-570-978) for the period 1 January through 31 December 2018, and the CV duty order on stainless steel flanges for the period 23 January through 31 December 2018 (C-570-065). These reviews are scheduled to be completed by 30 June 2020 and could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the review.

Nature of Notice: Notice of scope rulings.
Summary: The DOC has published the following list of scope rulings completed between 1 April and 30 June 2018. Scope rulings serve to determine whether a particular product is within the scope of an AD and/or CV duty order. Scope issues typically arise in cases where the descriptions of subject merchandise contained in the DOC’s determinations are ambiguous. It is also possible that, as technology evolves and new products are created, these new products may fall outside the scope of the order.
