Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.
Product: Wooden bedroom furniture, classified under HTSUS subheadings 7009.92.1000, 7009.92.5000, 9403.20.0018, 9403.50.9041, 9403.50.9042, 9403.50.9045, 9403.50.9080 and 9403.60.8081.
Nature of Notice: Final results of, and final partial determination of no shipments in, administrative review in AD investigation A-570-890, effective 14 February 2018.
Summary: In its administrative review of subject merchandise for the period 1 January through 31 December 2016, the DOC has determined that the companies under review have not established their entitlement to a separate rate (and are therefore part of the China-wide entity, subject to a 216.01 percent rate) or had no reviewable transactions during the period of review.
Product: Xanthan gum, classified under HTSUS subheading 3913.90.20.
Nature of Notice: Final results of, and final determination of no shipments in, administrative review in AD investigation A-570-985, effective 14 February 2018.
Summary: The DOC has established the following dumping margins for imports of subject merchandise during the period 1 July 2015 through 30 June 2016. CBP will assess AD duties on all appropriate entries using these rates, which will also be used to determine new AD cash deposit requirements. CBP will not assess AD duties or impose cash deposit requirements on applicable entries subject to a zero rate.

Nature of Notice: Final results of administrative review in AD investigation A-570-920, effective 16 February 2018.
Summary: The DOC has determined in the administrative review for the period 1 November 2015 through 31 October 2016 that Shenzhen Formers Printing Co. Ltd., Sailing International Limited and Suzhou Xiandai Paper Production Co. have not demonstrated their eligibility for a separate rate in this segment of the proceeding and should therefore be treated as part of the China-wide entity, subject to a 115.29 percent rate.
Product: Large diameter welded pipe, classified under HTSUS subheadings 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000, 7305.31.6010, 7305.31.6090, 7305.39.1000 and 7305.39.5000.
Nature of Notice: Initiation of AD investigation A-570-077 and CV investigation C-570-078, effective 9 February 2018.
Summary: The scope of these investigations covers welded carbon and alloy steel pipe, more than 406.4 mm (16 inches) in nominal outside diameter, regardless of wall thickness, length, surface finish, grade, end finish or stencilling. Large diameter welded pipe may be used to transport oil, gas, slurry, steam or other fluids, liquids or gases. It may also be used for structural purposes, including piling. Specifically not included in the scope is large diameter welded pipe produced only to specifications of the American Water Works Association for water and sewage pipe. Large diameter welded pipe used to transport oil, gas or natural gas liquids is normally produced to American Petroleum Institute specification 5L. Such pipe may also be produced to American Society for Testing and Materials standards A500, A252 or A53, or to other relevant domestic specifications, grades and/or standards. Subject merchandise can be produced to comparable foreign specifications, grades and/or standards or to proprietary specifications, grades and/or standards, or can be non-graded material.
Subject merchandise also includes large diameter welded pipe that has been further processed in a third country, including coating, painting, notching, bevelling, cutting, punching, welding or any other processing that would not otherwise remove the merchandise from the scope of the investigations if performed in the country of manufacture of the in-scope large diameter welded pipe.
The USITC will issue its preliminary injury determination by 5 March (a vote has been scheduled for 2 March).
Product: Cast iron soil pipe fittings, classified under HTSUS subheading 7307.11.0045.
Nature of Notice: Preliminary affirmative determination, preliminary partial affirmative critical circumstances determination, and postponement of final determination in AD investigation A-570-062, effective 20 February 2018.
Summary: The DOC has preliminarily established the following dumping margins for imports of subject merchandise. The DOC will instruct CBP to begin collecting AD cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue an AD duty order and require AD cash deposits at the rates specified therein, which could be different from those set forth below.

The DOC has also preliminarily determined that critical circumstances exist for mandatory respondent Sibo International Limited, the non-individually examined respondents found to be eligible for a separate rate and the China-wide entity, but do not exist for mandatory respondents Shanxi Xuanshi Industrial Group Co. Ltd. or Wor-Biz International Trading Co. Ltd. Finally, the DOC has postponed its final determination until 5 July and has extended the provisional measures from a four-month period to a period not greater than six months.

Nature of Notice: Initiation of administrative reviews of AD duty orders, effective 23 February 2018.
Summary: The DOC has initiated separate administrative reviews of the following AD duty orders for the period 1 December 2016 through 30 November 2017: cased pencils (A-570-827), crystalline silicon photovoltaic cells whether or not assembled into modules (A-570-979), honey (A-570-863) and multi-layered wood flooring (A-570-970). The DOC has also launched reviews of the CV duty orders on crystalline silicon photovoltaic cells whether or not assembled into modules (C-570-980) and multi-layered wood flooring (C-570-971) for the period 1 January through 31 December 2016. These reviews are scheduled to be completed by 31 December and could result in (a) revised AD duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD duty cash deposit rates for entries made after completion of the review.
Product: Cast iron soil pipe, classified under HTSUS subheading 7303.00.0030.
Nature of Notice: Initiation of AD investigation A-570-079 and CV investigation C-570-80, effective 15 February 2018.
Summary: The scope of these investigations covers cast iron soil pipe, whether finished or unfinished, regardless of industry or proprietary specifications, and regardless of wall thickness, length, diameter, surface finish, end finish or stencilling. The scope includes both hubless and hub and spigot cast iron soil pipe. Cast iron soil pipe is non-malleable iron pipe of various designs and sizes. It is generally distinguished from other types of non-malleable cast iron pipe by the manner in which it is connected to cast iron soil pipe fittings. Cast iron soil pipe is classified into two major types: hubless and hub and spigot. Hubless cast iron soil pipe is manufactured without a hub, generally in compliance with Cast Iron Soil Pipe Institute specification 301 and/or ASTM specification A888, including any revisions to those specifications. Hub and spigot pipe has one or more hubs into which the spigot (plain end) of a fitting is inserted. All pipe meeting the physical description set forth above is covered by the scope of these investigations, whether or not produced according to a particular standard.
The USITC will issue its preliminary injury determination by 12 March (a vote has been scheduled for 9 March).
Product: Certain polyester staple fibre, classified under HTSUS subheadings 5503.20.0045 and 5503.20.0065.
Nature of Notice: Final results of expedited sunset review in AD investigation A-570-905, effective 23 February 2018.
Summary: The DOC has determined that revocation of this AD duty order would likely lead to continuation or recurrence of dumping. The USITC will proceed with its own investigation to determine whether revocation would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The order will be extended for an additional five years if the USITC issues an affirmative determination but will be rescinded if the USITC issues a negative determination.
