Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Drawn stainless steel sinks, classified under HTSUS subheadings 7324.10.0000 and 7324.10.0010.
Nature of Notice: Final results of administrative review and final determination of no shipments in AD investigation A-570-983, effective 21 May 2018.

Summary: The DOC has established the following dumping margins for imports of subject merchandise during the period 1 April 2016 through 31 March 2017. CBP will assess AD duties on all appropriate entries using these rates, which will also be used to determine new AD cash deposit requirements.

The DOC has also determined that B&R Industries Limited, Xinhe Stainless Steel Products Co. Ltd., Zhongshan Superte Kitchenware Co. Ltd. and Zhuhai KOHLER Kitchen & Bathroom Products Co. Ltd. made no shipments of subject merchandise during the period of review.

Nature of Notice: Rescission of administrative review in AD investigation A-570-863, effective 21 May 2018.

Summary: The DOC has rescinded based on the timely withdrawal of the review request its administrative review of the AD duty order on subject merchandise exported by two companies during the period 1 December 2016 through 30 November 2017. As a result, the cash deposit rates for subject merchandise from these companies will continue to be the rates established in the most recently completed administrative review.

Summary: The DOC has published the following list of scope rulings completed between 1 October and 31 December 2016. Scope rulings serve to determine whether a particular product is within the scope of an AD and/or CV duty order. Scope issues typically arise in cases where the descriptions of subject merchandise contained in the DOC’s determinations are ambiguous. It is also possible that, as technology evolves and new products are created, these new products may fall outside the scope of the order.

Summary: The DOC has determined that imports of certain cold-rolled steel flat products made in Vietnam using carbon hot-rolled steel manufactured in mainland China are circumventing the AD and CV duty orders on subject merchandise from the mainland. Accordingly, the DOC will direct CBP to continue to suspend liquidation and require a cash deposit of estimated duties on unliquidated entries of subject merchandise that were entered or withdrawn from warehouse on or after 4 November 2016.

Summary: The DOC has rescinded based on the timely withdrawal of the review request its administrative review of the AD duty order on subject merchandise exported by Som International Limited and Wenzhou Haibao Printing Co. Ltd. during the period 1 September 2016 through 31 August 2017. As a result, the cash deposit rates for subject merchandise from these companies will continue to be the rates established in the most recently completed administrative review.

Product: Sodium gluconate, gluconic acid and derivative products, classified under HTSUS subheadings 2918.16.1000, 2918.16.5010, 2932.20.5020, 2918.16.5050, 3824.99.2890 and 3824.99.9295.
Nature of Notice: Preliminary affirmative determination and alignment of final AD and CV determinations in CV investigation C-570-072, effective 23 May 2018.

Summary: The DOC has preliminarily established the following subsidy rates for imports of subject merchandise. The DOC will instruct CBP to begin collecting CV cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue a CV duty order and require CV cash deposits at the rates specified therein, which could be different from those set forth below.

The DOC has also aligned the final determinations in the AD and CV investigations of subject merchandise so that they are both issued on 17 September.

Summary: The DOC has established the following dumping margins for imports of subject merchandise. If the USITC issues a final affirmative injury determination in this case, the DOC will issue an AD duty order and instruct CBP to collect AD cash deposits on imports of subject merchandise at the following rates.

Summary: The DOC has initiated separate sunset reviews of the AD duty orders on steel concrete reinforcing bars, sodium hexametaphosphate and xanthan gum from mainland China. The reviews will result in either the revocation or continuation of the orders.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 2 July, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 June 2017 through 31 May 2018: artist canvas (A-570-899), chlorinated isocyanurates (A-570-898), furfuryl alcohol (A-570-835), high pressure steel cylinders (A-570-977), pre-stressed concrete steel wire strand (A-570-945), pre-stressed concrete steel rail tie wire (A-570-990), polyester staple fibre (A-570-905) and tapered roller bearings (A-570-601). Parties may also request an administrative review of the AD duty orders on high pressure steel cylinders (C-570-978) for the period 1 January through 31 December 2017. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.
