Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Nature of Notice: Initiation of new shipper review in AD investigation A-570-848, effective 31 October 2016

Summary:
The DOC has initiated a new shipper review of subject merchandise produced and exported by Jingzhou Tianhe Aquatic Products Co. Ltd. during the period 1 September 2015 through 31 August 2016. The review will indicate whether the DOC is likely to establish a separate AD rate for this company.

Summary:
The DOC has initiated separate sunset reviews of the AD duty orders on helical spring lock washers and multi-layered wood flooring and the CV duty order on multi-layered wood flooring from mainland China. The reviews will result in either the revocation or continuation of the orders.

Summary: The DOC has preliminarily established the following subsidy rates for imports of subject merchandise. The DOC will instruct CBP to begin collecting CV cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue a CV duty order and require CV cash deposits at the rates specified therein, which could be different from those set forth below.

Summary: The DOC has preliminarily determined that Zhejiang ERA Solar Technology Co. Ltd. is the successor-in-interest to Era Solar Co. Ltd. Summary:
The DOC has initiated a new shipper review of subject merchandise produced by Carlisle (Meizhou) Rubber Manufacturing Co. Ltd. and exported by CTP Distribution (HK) Limited during the period 1 September 2015 through 31 August 2016. The review will indicate whether the DOC is likely to establish a separate AD rate for this producer/exporter combination.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 30 November, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 November 2015 through 31 October 2016: certain cut-to-length carbon steel (A-570-849); certain hot-rolled carbon steel flat products (A-570-865); certain coated paper suitable for high-quality print graphics using sheet-fed presses (A-570-958); diamond saw blades and parts thereof (A-570-900); fresh garlic (A-570-831); lightweight thermal paper (A-570-920); monosodium glutamate (A-570-992); paper clips (A-570-826); polyethylene terephthalate film (A-570-924); pure magnesium in granular form (A-570-864); refined brown aluminium oxide (A-570-882); seamless carbon and alloy steel standard, line and pressure pipe (A-570-956); and seamless refined copper pipe and tube (A-570-964). Parties may also request administrative reviews of the CV duty orders on certain coated paper suitable for high-quality print graphics using sheet-fed presses (C-570-959), chlorinated isocyanurates (C-570-991), lightweight thermal paper (C-570-921), and seamless carbon and alloy steel standard, line and pressure pipe (C-570-957) for the period 1 January through 31 December 2015. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

Summary:
The DOC has initiated a review to determine under the minor alterations provision whether uncoated paper with a GE brightness of 83 +/- 1% is altered in form or appearance in minor respects from in-scope merchandise such that it may be considered subject to the AD duty order on certain uncoated paper from mainland China. When considering minor alteration allegations the DOC examines such factors as overall physical characteristics, expectations of ultimate users, use of merchandise, channels of marketing, and cost of any modification relative to the value of the imported products. Each case is highly dependent on the specific facts and must be analysed in light of those facts. As a result, while not specified in the law the DOC has also included additional factors in its analysis such as commercial availability of the product at issue prior to the issuance of the orders as well as the circumstances under which the product entered the United States, the timing and quantity of said entries during the circumvention review period, and the input of consumers in the design phase of the product at issue.

Summary:
The DOC has preliminarily calculated a dumping margin of 234.51 percent in its administrative review of subject merchandise exported by Enchant Privilege Sdn Bhd during the period 1 February 2015 through 31 January 2016.

Summary: The DOC has determined that revocation of these AD duty orders would likely lead to continuation or recurrence of dumping. The USITC will proceed with its own investigation to determine whether revocation would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The orders will be extended for an additional five years if the USITC issues an affirmative determination but will be rescinded if the USITC issues a negative determination.

Summary: The DOC has initiated separate administrative reviews of the following AD duty orders: certain magnesia carbon bricks (A-570-954) – POR 1 September 2015 through 31 August 2016; certain new pneumatic off-the-road tyres (A-570-012) – POR 1 September 2015 through 31 August 2016; freshwater crawfish tail meat (A-570-848) – POR 1 September 2015 through 31 August 2016; narrow woven ribbons with woven selvedge (A-570-952) – POR 1 September 2015 through 31 August 2016; and passenger vehicle and light truck tyres (A-570-016) – POR 27 January 2015 through 31 July 2016. The DOC has also launched reviews of the CV duty orders on certain magnesia carbon bricks (C-570-955), certain new pneumatic off-the-road tyres (C-570-013) and narrow woven ribbons with woven selvedge (C-570-953) for the period 1 January through 31 December 2015. These reviews are scheduled to be completed by 30 September 2017 and could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the review.

Summary: The DOC has initiated a changed circumstances review to consider the possible partial revocation of the AD and CV duty orders on subject merchandise with respect to solar panels incorporated in certain battery charging and maintaining units. Specifically, the review covers solar panels that are (1) less than 300,000 mm2 in surface area; (2) less than 27.1 watts in power; (3) coated across their entire surface with a polyurethane doming resin; and (4) joined to a battery charging and maintaining unit (which is an acrylonitrile butadiene styrene box that incorporates a light emitting diode) by coated wires that include a connector to permit the incorporation of an extension cable. The battery charging and maintaining unit utilises high-frequency triangular pulse waveforms designed to maintain and extend the life of batteries through the reduction of lead sulphate crystals. These battery charging and maintaining units are currently available under the registered trademark “SolarPulse.”
