Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: 1,1,1,2 tetrafluoroethane (R–134a), classified under HTSUS subheading 2903.39.2020.
Nature of Notice: Final affirmative determination and final partial affirmative determination of critical circumstances in investigation A-570-044, effective 1 March 2017.

Summary: The DOC has established the following dumping margins for imports of subject merchandise. If the USITC issues a final affirmative injury determination in this case, the DOC will issue an AD duty order and instruct CBP to collect AD cash deposits on imports of subject merchandise at the following rates.

Summary: The DOC has preliminarily established the following dumping margin for imports of subject merchandise during the period 1 June 2015 through 31 May 2016. If these results are finalised, CBP will assess AD duties on all appropriate entries using this rate, which will also be used to determine new AD cash deposit requirements.

Summary: The DOC has preliminarily determined that (1) Hanwha Q CELLS (Qidong) Co. Ltd. is the successor-in-interest to Hanwha SolarOne (Qidong) Co. Ltd. with respect to the AD duty orders on solar cells and solar products from mainland China, and (2) Hanwha Q CELLS Hong Kong Limited is the successor-in-interest to SolarOne Hong Kong Limited with respect to the AD duty order on solar products from mainland China. If these preliminary results are confirmed, the DOC will instruct CBP to assign entries of subject merchandise exported by the predecessor company the cash deposit rate applicable to the successor company effective from the date of publication of the final results.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 31 March, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 March 2016 through 28 February 2017: chloropicrin (A-570-002), circular welded austenitic stainless pressure pipe (A-570-930), glycine (A-570-836), sodium hexametaphosphate (A-570-908) and tissue paper products (A-570-894). Parties may also request administrative reviews of the AD duty order on uncoated paper (A-570-922) for the period 26 August 2015 through 28 February 2017, the CV duty order on circular welded austenitic stainless pressure pipe (C-570-931) for the period 1 January through 31 December 2016, and/or the CV duty order on uncoated paper (C-570-923) for the period 29 June 2015 through 31 December 2016. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.
