Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Certain cased pencils, classified under HTSUS subheading 9609.10.00.
Nature of Notice: Continuation of AD duty order A-570-827, effective 1 September 2017.

Summary: The USITC determined on 27 July that revocation of the AD duty order on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the order for an additional five years.

Product: Foundry coke, classified under HTSUS subheading 2704.00.0011.
Nature of Notice: Final results of expedited sunset review in AD investigation A-570-862, effective 1 September 2017.

Summary: The DOC has determined that revocation of this AD duty order would likely lead to continuation or recurrence of dumping. The USITC will proceed with its own investigation to determine whether revocation would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The order will be extended for an additional five years if the USITC issues an affirmative determination but will be rescinded if the USITC issues a negative determination.

Summary: The DOC has preliminarily determined that imports of uncoated paper with a GE brightness of 83 +/- 1%  and otherwise meeting the description of in-scope merchandise are altered in form or appearance in minor respects from in-scope merchandise such that they may be considered subject to the AD and CV duty orders on certain uncoated paper from mainland China. Accordingly, the DOC has instructed CBP to continue to suspend liquidation of entries of 83 bright paper entered, or withdrawn from warehouse, for consumption on or after 7 November 2016.

Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 1 September 2017.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 2 October, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 September 2016 through 31 August 2017: freshwater crawfish tail meat (A-570-848), foundry coke (A-570-862), kitchen appliance shelving and racks (A-570-941), lined paper products (A-570-901), magnesia carbon bricks (A-570-954), narrow woven ribbons with woven selvedge (A-570-952), new pneumatic off-the-road tyres (A-570-912), raw flexible magnets (A-570-922) and steel concrete reinforcing bars (A-570-860). Parties may also request administrative reviews of the CV duty orders on the following products for the period 1 January through 31 December 2016: kitchen appliance shelving and racks (C-570-942), magnesia carbon bricks (C-570-955), narrow woven ribbons with woven selvedge (C-570-953), new pneumatic off-the-road tyres (C-570-913) and raw flexible magnets (C-570-923). These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

The DOC has also preliminarily determined that ten companies under review made no shipments of subject merchandise during the period of review. Additionally, the DOC has rescinded its review of Cooper Tire & Rubber Company, Cooper Chengshan (Shandong) Tire Co. Ltd. and Cooper (Kunshan) Tire Co. Ltd. based on the timely withdrawal of the review requests.
