Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 4 December 2017.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 2 January, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 December 2016 through 30 November 2017: carbazole violet pigment  (A-570-892); crystalline silicon photovoltaic cells, whether or not assembled into modules (A-570-979); hand trucks and certain parts thereof (A-570-891); honey (A-570-863); malleable cast iron pipe fittings (A-570-881); melamine (A-570-020); multi-layered wood flooring (A-570-970); non-oriented electrical steel (A-570-996); porcelain-on-steel cooking ware (A-570-020); and silicomanganese (A-570-828). Parties may also request administrative reviews of the CV duty orders on the following products for the period 1 January through 31 December 2016: crystalline silicon photovoltaic cells, whether or not assembled into modules (C-570-980), melamine (C-570-021), non-oriented electrical steel (C-570-997) and multi-layered wood flooring (C-570-971). These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

Summary: The scope of these investigations covers aluminium common alloy sheet, which is a flat-rolled aluminium product having a thickness of 6.3 mm or less but greater than 0.2 mm, in coils or cut-to-length, regardless of width. Common alloy sheet within the scope of these investigations includes both not clad aluminium sheet as well as multi-alloy clad aluminium sheet. With respect to not clad aluminium sheet, common alloy sheet is manufactured from a 1XXX-, 3XXX- or 5XXX-series alloy as designated by the Aluminum Association. With respect to multi-alloy clad aluminium sheet, common alloy sheet is produced from a 3XXX-series core to which cladding layers are applied to either one or both sides of the core. Common alloy sheet may be made to ASTM specification B209–14 but can also be made to other specifications. Regardless of specification, however, all common alloy sheet meeting the scope description is included in the scope.

Subject merchandise includes common alloy sheet that has been further processed in a third country, including by annealing, tempering, painting, varnishing, trimming, cutting, punching and/or slitting, or any other processing that would not otherwise remove the merchandise from the scope of the investigations if performed in the country of manufacture of the common alloy sheet. Excluded from the scope of these investigations is aluminium can stock, which is suitable for use in the manufacture of aluminium beverage cans, lids of such cans, or tabs used to open such cans. Aluminium can stock is produced to gauges that range from 0.200 mm to 0.292 mm and has an H– 19, H–41, H–48 or H–391 temper. In addition, aluminium can stock has a lubricant applied to the flat surfaces of the can stock to facilitate its movement through machines used in the manufacture of beverage cans. Aluminium can stock is properly classified under HTSUS subheadings 7606.12.3045 and 7606.12.3055.

The USITC has scheduled its preliminary injury vote in connection with this investigation for 12 January.

Product: High pressure steel cylinders, classified under HTSUS subheadings 7311.00.0030, 7311.00.0060 and 7311.00.0090.
Nature of Notice: Continuation of AD duty order A-570-977 and CV duty order C-570-978, effective 5 December 2017.

Summary: The USITC determined on 3 November that revocation of the AD and CV duty orders on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the orders for an additional five years.

Summary: The DOC has partially rescinded its administrative review of the AD duty order on subject merchandise for the period 1 April 2016 through 31 March 2017 based on the timely withdrawal of the review requests for 184 companies. The review will continue with respect to the remaining 24 companies for which reviews were requested.

Summary: The DOC has initiated an anti-circumvention inquiry to determine whether certain imports of diamond sawblades and parts thereof comprised of cores and segments produced in mainland China and joined into finished diamond sawblades in, and exported from, Thailand are circumventing the AD duty order on subject merchandise from the mainland.

Summary: The DOC has amended the final results of its administrative review of fresh garlic from mainland China for the period 1 November 2012 through 31 October 2013 after the USCIT sustained its final remand redetermination. As a result, the DOC has assigned an amended weighted-average dumping margin of US$2.19/kg to Shenzhen Xinboda Industrial Co. Ltd., which also applies to separate rate companies Jinxiang Richfar Fruits & Vegetables Co. Ltd., Qingdao Lianghe International Trade Co. Ltd., Shandong Chenhe International Trading Co. Ltd. and Weifang Hongqiao International Logistics Co. Ltd.

The DOC has also preliminarily rescinded its review of seven companies (Jinxiang Jinma Fruits Vegetables Products Co. Ltd., Juxian Huateng Food Co. Ltd., Qingdao Hailize (Sea-Line) International Trading Co. Ltd., Qingdao Jiuyihongrun Foods Co. Ltd., Qingdao Ritai Food Co. Ltd., Zhengzhou Harmoni Spice Co. Ltd. and Zhonglian Nongchan Co. Ltd.) because the review request has been deemed to be invalid. Finally, the review of six companies (Jining Alpha Food Co. Ltd., Jining Yongjia Trade Co. Ltd., Jinxiang Hejia Co. Ltd., Qingdao Joinseafoods Co. Ltd. and Join Food Ingredient Inc., Zhengzhou Yudi Shengjin Agricultural Trade Co. Ltd. and Jinxiang Shengtai Fruits & Vegetables Co. Ltd.)  has been rescinded following the timely withdrawal of the review requests.

The DOC has also rescinded its review of Dalian Penghong Floor Products Co. Ltd. because the review request for that company was timely withdrawn. Additionally, the DOC intends to rescind its review of four companies because it has not received information from CBP that these companies made any shipments of subject merchandise during the POR.

Summary: The DOC has amended its amended final affirmative determination in the original investigation of subject merchandise after the U.S. Court of International Trade sustained its final remand redetermination. As a result, the DOC has issued a revised 34.15 percent dumping margin for the Meihua Group, which includes Langfang Meihua Bio-Technology Co. Ltd., Tongliao Meihua Biological SCI–TECH Co. Ltd., Meihua Group International Trading (Hong Kong) Limited and Meihua Holdings Group Co. Ltd. Bazhou Branch. However, the DOC is not amending the current cash deposit rate for the Meihua Group because that rate was issued during the 2014-2015 administrative review of this order.
