Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Electrolytic manganese dioxide, classified under HTSUS subheading 2820.10.0000.
Nature of Notice: Rescission of administrative review in AD investigation A-570-919, effective 28 March 2018.

Summary: The DOC has rescinded its administrative review of the AD duty order on subject merchandise for the period 1 October 2016 through 30 September 2017 with respect to Shenzhen Pengcheng South Industry and Trade Co. Ltd. because the petitioner timely withdrew its review request.

Product: Glycine, classified under HTSUS subheading 2922.49.4020.
Nature of Notice: Court decision not in harmony with final results of administrative review in AD investigation A-570-836, effective 22 March 2018.

Summary: The DOC has amended the final results of its administrative review of subject merchandise for the period 1 March 2013 through 28 February 2014 after the U.S. Court of International Trade sustained its final remand redetermination. As a result, the DOC has assigned an amended weighted-average dumping margin of zero to Baoding Mantong Fine Chemistry Co. Ltd. In the event the court’s ruling is not appealed or, if appealed, upheld by a final and conclusive court decision, the DOC will instruct CBP not to assess AD duties on unliquidated entries of subject merchandise with respect to this company.

Product: Carton-closing staples, classified under HTSUS subheadings 7317.00.6560 and 8305.20.0000.
Nature of Notice: Final affirmative determination in AD investigation A-570-055, effective 28 March 2018.

Summary: The DOC has established the following dumping margins rates for imports of subject merchandise. If the USITC issues a final affirmative injury determination in this case, the DOC will issue an AD duty order and instruct CBP to collect AD cash deposits on imports of subject merchandise at the following rates.

Summary: The DOC has decided to postpone its preliminary determination in this investigation from 8 June to 30 July. The preliminary determination will indicate whether the DOC is likely to establish AD duties on imports of subject merchandise.

Product: Stainless steel flanges, classified under HTSUS subheadings 7307.21.1000 and 7307.21.5000.
Nature of Notice: Preliminary affirmative determination in AD investigation A-570-064, effective 28 March 2018.

Summary: The DOC has preliminarily established the following dumping margins for imports of subject merchandise. The DOC will instruct CBP to begin collecting AD cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue an AD duty order and require AD cash deposits at the rates specified therein, which could be different from those set forth below.

Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 2 April 2018.

Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 30 April, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 April 2017 through 31 March 2018: activated carbon (A-570-904), drawn stainless steel sinks (A-570-983), magnesium metal (A-570-896), non-malleable cast iron pipe fittings (A-570-875) and steel threaded rod (A-570-932). Parties may also request administrative reviews of the AD duty order on stainless steel sheet and strip (A-570-042) for the period 19 September 2016 through 31 March 2018, the CV duty order on drawn stainless steel sinks (C-570-984) for the period 1 January through 31 December 2017, and the CV duty order on stainless steel sheet and strip (C-570-043) for the period 18 July 2016 through 31 December 2017. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

Nature of Notice: Opening of scope segments in AD duty orders A-570-045, A-570-028 and A-570-914 and CV duty orders C-570-046 and C-570-915, effective 2 April 2018.

Summary: The DOC has received information from CBP suggesting possible evasion of the AD and CV duty orders on light-walled rectangular pipe and tube and 1-hydroxyethylidene-1,1-diphosphonic acid from mainland China as well as the AD duty order on hydrofluorocarbon blends from the mainland. The DOC has therefore opened scope segments in each proceeding to place this information on the record. Interested parties may comment no later than 20 April.

Product: Polyethylene terephthalate film, sheet and strip, classified under HTSUS subheading 3920.62.0090.
Nature of Notice: Rescission of administrative review in AD investigation A-570-924, effective 2 April 2018.

Summary: The DOC has rescinded its administrative review of the AD duty order on subject merchandise for the period 1 November 2016 through 31 October 2017 because the petitioners timely withdrew their request for a review of all four companies under review. As a result, for these four companies AD duties will be assessed at rates equal to the cash deposit of estimated AD duties required at the time of entry or withdrawal from warehouse for consumption during the period of review.

Summary: The DOC has decided to postpone its preliminary determination in this investigation from 20 April to 11 June. The preliminary determination will indicate whether the DOC is likely to establish AD duties on imports of subject merchandise.

Nature of Notice: Continuation of AD duty order A-570-905, effective 4 April 2018.

Summary: The USITC determined on 1 March that revocation of the AD duty order on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the order for an additional five years.
