AD/CV Notices

Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Potassium permanganate, classified under HTSUS subheading 2841.61.00.

Nature of Notice: Rescission of administrative review in AD investigation A-570-001, effective 12 June 2019.

Summary: The DOC has rescinded based on the timely withdrawal of the review request its administrative review of subject merchandise exported by Pacific Accelerator Limited and its affiliate Chongqing Changyuan Group Limited during the period 1 January through 31 December 2018. As a result, the cash deposit rates for subject merchandise from these companies will continue to be the rates established in the most recently completed administrative review.

Nature of Notice: Preliminary results of new shipper review in AD investigation A-570-831, effective 13 June 2019.

Summary: The DOC has preliminarily established the following dumping margin for imports of subject merchandise during the period 1 November 2017 through 31 May 2018. If these results are finalised, CBP will assess AD duties on all appropriate entries using this rate, which will also be used to determine new AD cash deposit requirements.

Nature of Notice: Initiation of administrative reviews of AD/CV duty orders, effective 13 June 2019.

Summary: The DOC has initiated separate administrative reviews of the following AD duty orders for the period 1 April 2018 through 31 March 2019: certain activated carbon (A-570-904), certain steel threaded rod (A-570-932), drawn stainless steel sinks (A-570-983), magnesium metal (A-570-896), and stainless steel sheet and strip (A-570-042). The DOC has also launched reviews of the AD duty orders on aluminium foil (A-570-053) for the period 2 November 2017 through 31 March 2019 and multi-layered wood flooring (A-570-042) for the period 1 December 2017 through 30 November 2018, as well as the CV duty orders on aluminium foil (C-570-054) for the period 14 August through 31 December 2018 and stainless steel sheet and strip (C-570-043) for the period 1 January through 31 December 2018. These reviews are scheduled to be completed by 30 April 2020 and could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the review.

Product: Certain activated carbon, classified under HTSUS subheading 3802.10.00.

Nature of Notice: Preliminary results of administrative review and preliminary results of no shipments in AD investigation A-570-904, effective 14 June 2019.

Summary: The DOC has preliminarily established the following dumping margins for imports of subject merchandise during the period 1 April 2017 through 31 March 2018. The DOC has also preliminarily determined that Charter Link Logistics Limited, Datong Municipal Yunguang Activated Carbon Co. Ltd., Jilin Bright Future Chemicals Co. Ltd., Shanxi Dapu International Trade Co. Ltd., Shanxi Industry Technology Trading Co. Ltd., Shanxi Tianxi Purification Filter Co. Ltd. and Tianjin Channel Filters Co. Ltd. had no shipments of subject merchandise during the review period.

Product: Certain crystalline silicon photovoltaic products, classified under HTSUS subheadings 8501.61.0000, 8507.20.8030, 8507.20.8040, 8507.20.8060, 8507.20.8090, 8541.40.6020, 8541.40.6030 and 8501.31.8000.

Nature of Notice: Final results of administrative review in AD investigation A-570-010, effective 14 June 2019.

Summary: The DOC has determined that Sol-lite Manufacturing Company Limited, Ri Shen Products (SZ) and Shenzhen Sungold Solar Co. Ltd. have not demonstrated their eligibility for a separate rate in this administrative review, which covers the period 1 February 2017 through 31 January 2018. The DOC will therefore instruct CBP to liquidate all applicable entries of subject merchandise at the China-wide rate of 151.98 percent.

Product: Hydrofluorocarbon blends, classified under HTSUS 3824.78.0020 and 3824.78.0050.

Nature of Notice: Preliminary results and partial rescission of administrative review in AD investigation A-570-028, effective 14 June 2019.

Summary: The DOC has rescinded based on the timely withdrawal of the review requests its administrative review of subject merchandise exported by 12 companies during the period 1 August 2017 through 31 July 2018. As a result, the cash deposit rates for subject merchandise from these companies will continue to be the rates established in the most recently completed administrative review. Additionally, the DOC has preliminarily determined that Weitron International Refrigeration Equipment (Kushan) Co. Ltd. had no shipments of subject merchandise during the review period.

Product: Polyethylene retail carrier bags, classified under HTSUS subheading 3923.21.0085.

Nature of Notice: Preliminary results and partial rescission of administrative review in AD investigation A-570-886, effective 14 June 2019.

Summary: In the preliminary results of its administrative review for the period 1 August 2017 through 31 July 2018, the DOC has determined that High Den Enterprises Ltd. is not eligible for a separate rate and is therefore part of the China-wide entity, subject to a 77.57 percent rate. The DOC has also rescinded its review of Dongguan Nozawa Plastics Products Co. Ltd., United Power Packaging Ltd. and Crown Polyethylene Products (International) Ltd. based on the timely withdrawal of the review requests.

Product: Carbon and alloy steel threaded rod, classified under HTSUS subheadings 7318.15.5051, 7318.15.5056, 7318.15.5090, 7318.15.2095 and 7318.19.0000.

Nature of Notice: Postponement of preliminary determination in AD investigation A-570-104.

Summary: The DOC has decided to postpone its preliminary determination in this investigation from 31 July to 19 September. The preliminary determination will indicate whether the DOC is likely to establish AD duties on imports of subject merchandise.

Product: Freshwater crawfish tail meat, classified under HTSUS subheadings 0306.19.0010, 0306.29.0000, 1605.40.1010 and 1605.40.1090.

Nature of Notice: Final results of new shipper review in AD investigation A-570-848, effective 18 June 2019.

Summary: The DOC has initiated an inquiry to determine whether certain hydrofluorocarbon blends containing HFC components from India and mainland China that are blended in India prior to importation into the United States are circumventing the AD order on HFC blends from the mainland.

Summary: The DOC has initiated an inquiry to determine whether imports of non-patented R-421A (a blend of HFC components R-125 and R-134a) from mainland China that are further processed into finished HFC blends in the United States are circumventing the AD order on HFC blends from the mainland.
