Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.
Product: Circular welded carbon-quality steel pipe, classified under HTSUS subheadings 7306.30.1000, 7306.30.5025, 7306.30.5032, 7306.30.5040, 7306.30.5055, 7306.30.5085, 7306.30.5090, 7306.50.1000, 7306.50.5050, 7306.50.5070, 7306.19.1010, 7306.19.1050, 7306.19.5110 and 7306.19.5150.
Nature of Notice: Continuation of AD duty order A-570-910 and CV duty order C-570-911, effective 26 June 2019.
Summary: The USITC determined on 29 May that revocation of the AD and CV duty orders on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the orders for an additional five years.

Nature of Notice: Initiation of sunset reviews of AD duty orders A-570-881 and A-570-932, effective 1 July 2019.
Summary: The DOC has initiated separate sunset reviews of the AD duty orders on malleable cast iron pipe fittings and steel threaded rod from mainland China. The reviews will result in either the revocation or continuation of the orders.

Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 1 July 2019.
Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 31 July, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 July 2018 through 30 June 2019: carbon steel butt-weld pipe fittings (A-570-814), certain potassium phosphate salts (A-570-962), certain steel grating (A-570-947), circular welded carbon quality steel pipe (A-570-910), cold-rolled steel flat products (A-570-029), corrosion-resistant steel products (A-570-026), persulfates (A-570-847) and xanthan gum (570-985). Parties may also request a review of the AD duty order on fine denier polyester staple fibre (A-570-069) for the period 5 January 2018 through 30 June 2019 as well as the CV duty orders on certain potassium phosphate salts (C-570-963), certain steel grating (C-570-948), circular welded carbon quality steel pipe (C-570-911), cold-rolled steel flat products (C-570-030) and corrosion-resistant steel products (C-570-027) for the period 1 January through 31 December 2018. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

Nature of Notice: Postponement of preliminary determination in AD investigation A-570-102.
Summary: The DOC has decided to postpone its preliminary determination in this investigation from 15 July to 3 September. The preliminary determination will indicate whether the DOC is likely to establish AD duties on imports of subject merchandise.
Product: Polyester textured yarn, classified under HTSUS subheadings 5402.33.3000 and 5402.33.6000.
Nature of Notice: Preliminary affirmative determination and postponement of final determination in AD investigation A-570-097, effective 1 July 2019.
Summary: The DOC has preliminarily established the following dumping margins for imports of subject merchandise. The DOC will instruct CBP to begin collecting AD cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue an AD duty order and require AD cash deposits at the rates specified therein, which could be different from those set forth below.

The DOC has also postponed its deadline for a final determination in this investigation until 13 November and extended the provisional measures from a four-month period to a period no greater than six months.
