AD/CV Notices

Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Certain frozen warm water shrimp, classified under HTSUS subheadings 0306.13.00.03, 0306.13.00.06, 0306.13.00.09, 0306.13.00.12, 0306.13.00.15, 0306.13.00.18, 0306.13.00.21, 0306.13.00.24, 0306.13.00.27, 0306.13.00.40, 1605.20.10.10 and 1605.20.10.30.

Nature of Notice: Preliminary results of administrative review in AD investigation A-570-893, effective 5 March 2020.

Summary: The DOC has preliminarily established the following dumping margin for imports of subject merchandise during the period 1 February 2018 through 31 January 2019. If these results are finalised, CBP will assess AD duties on all appropriate entries using this rate, which will also be used to determine new AD cash deposit requirements.

The DOC has also preliminarily determined that three companies that received a separate rate in previous segments of this proceeding did not have any shipments of subject merchandise during the review period.

Product: Refined brown aluminium oxide, classified under HTSUS subheadings 2818.10.2000 and 2818.10.2090.

Nature of Notice: Continuation of AD duty order A-570-882, effective 6 March 2020.

Summary: The USITC determined on 4 February that revocation of the AD duty order on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the order for an additional five years.

Product: Certain steel threaded rod, classified under HTSUS subheadings 7318.15.5051, 7318.15.5056, 7318.15.5090 and 7318.15.2095.

Nature of Notice: Continuation of AD duty order A-570-932, effective 9 March 2020.

Nature of Notice: Initiation of administrative reviews of AD/CV duty orders, effective 10 March 2020.

Summary: The DOC has initiated separate administrative reviews of the following AD duty orders for the period 1 January through 31 December 2019: hardwood plywood products (A-570-051), potassium permanganate (A-570-001) and wooden bedroom furniture (A-570-890). The DOC has also launched reviews of the CV duty orders on hardwood plywood products (C-570-052) and oil country tubular goods (C-570-944) for the same period. These reviews are scheduled to be completed by 31 January 2021 and could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the review.
