Argentina Creates New Government Unit to Implement Electronic Single Window

The Argentinean government has created a new unit to implement and administer Argentina’s electronic single window for international trade operations (National Single Window for the Argentinean Foreign Trade Regime, or VUCEA). The new unit has been tasked with the following duties:

  • providing greater efficiency in the actions and procedures carried out before the government in relation to the importation, exportation and transit of goods;
  • unifying processes, rules, regulations and procedures to optimise the operation of foreign trade mechanisms;
  • simplifying the administrative management of the procedures carried out before various government agencies and entities;
  • integrating, standardising and systematising public information;
  • facilitating the access and dissemination of information on various administrative processes and procedures related to VUCEA;
  • developing and implementing, in co-ordination with the Ministry for Modernisation, of technology, information and communications modernisation programmes, as well as trade facilitation programmes;
  • managing the technology tools adopted by the Ministry for Modernisation;
  • managing the processes and human resources related to VUCEA; and
  • co-ordinating the institutional relations between the various VUCEA actors. 

The Argentinean government formally launched in early October 2016 the regulatory framework for an electronic single window for trade operations that will eventually allow importers and exporters to obtain all required permits, certifications, licences and other authorisations and carry out any trade-related administrative procedures on-line. Among other things, Decree 1079/2016 established a committee responsible for the implementation of the VUCEA regime. Its responsibilities include (i) adopting actions and guidelines aimed at managing VUCEA in accordance with Mercosur and World Customs Organisation requirements; (ii) encouraging and promoting the regulatory changes required for the implementation of VUCEA; (iii) carrying out actions to adjust the structure, organisation and modalities for administering VUCEA, including by seeking all appropriate resources and tools; (iv) carrying out actions to obtain state-of-the-art technology to implement VUCEA and adopting mechanisms aimed at achieving homogeneity, connectivity, security and availability of information; (v) establishing a schedule for the gradual migration of foreign trade procedures from the current systems and procedures to VUCEA; and (vi) adopting systems and mechanisms to enable the simultaneous operation of various trade-related government systems.
