Argentina Extends Deadline to Fully Comply with Certification Requirements for Safety Components for Lifts
Argentina’s Department of Commerce has extended the deadline to comply with the certification requirements for safety components for lifts. During the first phase of the process to certify that domestically-produced and imported safety components for lifts comply with the mandatory requirements of Resolution 897/1999 and Article 4 of Resolution 143/2004, which ran from 6 August through 4 November 2015, Argentinean authorities accepted a sworn declaration by the domestic producer or importer stating that the lift component in question complied with all essential safety requirements. The declaration had to be accompanied by an open work order or other documentation issued by the accredited certification body and authorised test laboratory outlining the dates of receipt of any samples as well as the initiation and conclusion of any tests.
From 5 November 2015 through 5 August 2016, domestic producers and importers were required to submit the sworn declaration and have a type certificate issued by the accredited certification body and authorised test lab. While the second phase of compliance was scheduled to begin on 6 August 2016, the government first extended that deadline through 5 August 2018 and is now further extending it through 5 August 2019. Until that time, domestic producers and importers will be required to submit a type certificate attesting compliance with all essential safety requirements issued by an accredited certification body, with all required tests performed by an authorised lab. The second phase of compliance will ostensibly begin on 6 August 2019 and require domestic producers and importers to obtain a product certificate from an accredited certification body in accordance with ISO/IEC 28 (IRAM 354) model 5.
According to Resolutions 897/1999 and 143/2004, the following lift components must comply with certain specific requirements pertaining to general conditions, hazards for persons inside and outside the lift, other hazards, labelling and use instructions: (i) devices for locking landing doors; (ii) devices to prevent the free fall of the car; (iii) speed limiting devices; (iv) energy accumulating shock absorbers, either non-linear or with recoil dampening characteristics; (v) energy dissipation shock absorbers; (vi) safety elements that form part of hydraulic power mechanisms; (vii) safety electric circuits containing electric components; and (viii) traction cables.
