Argentina Sets Criterion Values for Motorcycle and Bike Helmets

Argentinean authorities have a long-standing practice of setting reference/criterion values for a broad range of imported merchandise, which are purportedly aimed at preventing the under-invoicing of imports. The latest example includes an administrative notice setting new criterion values for motorcycle, motor vehicle and bicycle helmets classified under NCM 6506.10.00. Imports from various Asian suppliers (including Hong Kong and mainland China) with a declared value lower than the applicable criterion value, which ranges from US$2.82 to US$100.00 per unit depending on the helmet’s feature,  will require payment of a guarantee equivalent to the difference in duties to be paid on the declared value and the criterion value.
