Argentina Sets New Technical Requirements for Fibreboard and Particleboard
Argentina has adopted through Resolution 240/2019 new technical requirements for domestically-produced and imported fibreboard and particleboard, whether coated or uncoated, except for oriented strand board. Fibreboard must comply with the requirements of standards IRAM 9731-1, IRAM 9731-2 and IRAM 9731-3, particleboard must adhere to the provisions of standard IRAM 9723, and coated fibreboard and particleboard must meet the requirements of standard IRAM 9728. Moreover, the following information must be indelibly displayed on the body of the product or on a self-adhesive label: (i) name and/or brand of the producer and/or importer; (ii) country of origin; (iii) a mention of the standard under which the product is certified; (iv) board type (identifying code), such as board for general use in a dry environment (PS); (v) nominal thickness; (vi) class according to formaldehyde content; (vii) lot number or production date; and (viii) safety seal in accordance with the certification system selected.
Domestic producers and importers of subject merchandise must demonstrate compliance with these requirements initially through a sworn declaration and subsequently via product certification by a recognised certification body in accordance with (i) certification System 4, which is based on type testing and checking of samples taken from the market and/or the production site; (ii) certification System 5, which is based on an evaluation of the manufacturer’s quality management system and the testing of samples taken from the production line; or (iii) certification System 7, which requires every imported lot to be tested to ensure regulatory compliance. Sworn declarations accompanied by the applicable laboratory test results will be required from 18 August 2019 through 17 November 2020, while product certification will be required beginning on 18 November 2020. System 7 certification, meanwhile, will apply from 18 May 2021.
