Brazil Implements New Mandatory Requirements for Imported Motor Vehicles

Brazil has issued regulations implementing the new mandatory requirements for the importation and sale of new motor vehicles classified in headings 8701 through 8706 that were issued last July. Domestic producers and importers of new motor vehicles will be required to (i) comply with the energy efficiency and safety labelling programmes developed by the Ministry of Industry, Foreign Trade and Services and established by the National Institute of Technology, Normalisation and Industrial Quality (INMETRO) and the National Traffic Department; (ii) achieve certain minimum energy efficiency levels; and (iii) achieve certain levels of structural performance and assistive technologies. These requirements will be gradually phased in beginning on 1 December 2018. A range of vehicles are excluded from these requirements, such as special application vehicles, vehicles for military use, buggy-type vehicles, quadricycles and tricycles.
