Brazil Modifies Duties on Various Products

Brazilian authorities have announced the addition of 327 items to a list of foreign capital goods and information technology and telecommunications goods that benefit from duty-free treatment under the Ex-Tarifario regime, down from 14 or 16 percent. Many of these goods could potentially be imported from mainland China and/or Hong Kong.

Of this total, 300 items are capital goods and the remaining 27 are IT and telecom goods. The capital goods covered by these actions are classified in HS chapters 73, 84, 85, 86, 87, 89 and 90, while subject IT and telecom goods are classified in HS chapters 84, 85 and 90. These goods will benefit from duty-free treatment through 31 December 2021.

Brazil has also established tariff-rate quotas on imports of the following products to correct a lack of supply in the Brazilian market:

  • up to 400,000 tonnes of ethylene dichloride (ISO) (1,2-dichloroethane) classified under NCM 2903.15.00 – reduced two percent duty for a period of 12 months;
  • up to 688 tonnes of high tenacity yarn of polyesters meeting certain characteristics, classified under NCM 5402.20.00 – reduced two percent duty for a period of 12 months;
  • up to 20 million doses of trivalent influenza vaccines classified under NCM 3002.20.21 – duty-free treatment for a period of 12 months; and
  • up to 800 tonnes of certain thermoplastic microsphere acrylic copolymers classified under NCM 3906.90.49 – reduced two percent duty for a period of 12 months from 7 December.

Additionally, the import duty on proximity drive cards and labels classified under NCM 8523.52.10 has risen from six percent to 12 percent, while the import duty on proximity drive cards and labels classified under NCM 8523.59.10 has been hiked from 12 percent to 16 percent.

Finally, Brazil has modified its list of exceptions from the Mercosur common external tariff to provide duty-free treatment to wheat other than seed classified under NCM 1001.19.00 and 1001.99.00 as well as other vessels for the transport of goods classified under NCM 8901.90.00. Duty-free treatment for wheat is limited to 750,000 tonnes per year.
