Brazil Modifies or Proposes to Modify Duties on Additional Products

Brazil has established tariff-rate quotas on imports of the following products to correct a lack of supply in the Brazilian market.

  • Hop Cones
    A maximum of 1,800 tonnes of hop cones classified under NCM 1210.20.10 will benefit from a reduced duty of two percent for a period of 12 months. Out-of-quota merchandise will be subject to a regular MFN rate of eight percent.
  • Phenylenediamine
    A maximum of 10,440 tonnes of N-(1,3-Dimethyl butyl)-N’-phenyl-p-phenylenediamine classified under NCM 2921.51.33 will benefit from a reduced duty of two percent for a period of 12 months. Out-of-quota merchandise will be subject to a regular MFN rate of 12 percent.
  • Acrylic/Modacrylic Filament Tow
    Up to 6,240 tonnes of acrylic/modacrylic filament tow classified under NCM 5501.30.00 will benefit from a reduced duty of two percent for a period of 12 months. Out-of-quota merchandise will be subject to a regular MFN rate of 16 percent.
  • Dengue Vaccines
    Up to one million doses of certain dengue vaccines classified under NCM 3002.20.29 will benefit from duty-free treatment for a period of six months. Out-of-quota merchandise will be subject to a regular MFN rate of two percent.
  • Hazelnuts
    A maximum of 2,500 tonnes of shelled hazelnuts or filberts classified under NCM 0802.22.00 will benefit from a reduced duty of two percent through 31 December 2018. Out-of-quota merchandise will be subject to a regular MFN rate of six percent.
  • Rayon Yarn
    A maximum of 1,249 tonnes of single yarn of viscose rayon with a twist not exceeding 120 turns per metre classified under NCM 5403.31.00 will benefit from a reduced duty of two percent for a period of 12 months from 20 September 2018. Out-of-quota merchandise will be subject to a regular MFN rate of 18 percent.

Separately, Brazil is seeking input from interested parties on several proposed changes to the Mercosur common external tariff, including the following.

  • Menadione sodium bisulfite classified under NCM 2914.79.21 – duty would be increased from eight percent to 12 percent.
  • Vitamin K and products thereof classified under NCM 2936.29.40 – duty would be increased from two percent to 12 percent.
  • High tenacity polyester filament yarn, of p-hydroxybenzoic acid and hydronaftoic acid copolymer, classified under NCM 5402.20.00 – duty would be lowered from 18 percent to two percent.
  • Electromagnets for certain magnetic resonance diagnostic equipment classified under NCM 8505.90.11 – duty would be lowered from 16 percent to two percent.
  • Glass syringes with a graduated body (cylinder) classified under NCM 9018.31.21 – duty would be reduced from 16 percent to two percent.
