Brazil Working to Simplify AEO Certification Process
Brazil is seeking input from interested parties by 20 December 2017 on the simplification and decentralisation of the authorised economic operator certification process as well as other potential changes to the AEO programme. Brazilian authorities indicate that any modifications to the programme would have to adhere to the parameters of the World Customs Organisation’s SAFE Framework of Standards to Secure and Facilitate Global Trade.
Meanwhile, Brazil’s Supreme Federal Court recently announced its intention to examine the constitutionality of the 2011 increase of more than 500 percent in the Integrated Foreign Trade System (Siscomex) user fee, which was adopted through Ministry of Finance Directive 257/2011. Among other things, the plaintiffs argue that in 2011 the Siscomex user fee was wrongly adjusted by more than 500 percent from the fee originally established under Law 9716/1998 , a move that was subsequently challenged in court by domestic business interests.
