Canada Makes Preliminary Affirmative AD/CV Determinations on Cold-Rolled Steel

Canada has made preliminary affirmative determinations in its AD and CV investigations of mainland Chinese cold-rolled steel. The Canadian International Trade Tribunal will next determine whether the dumping and subsidisation of these products has caused injury or retardation or is threatening to cause injury to the domestic industry.

On 23 August, the Canada Border Services Agency made preliminary affirmative determinations in its antidumping and countervailing duty investigations of mainland Chinese cold-rolled steel in coils or cut lengths classified under HTSCA 7209.15.0000, 7209.16.0000, 7209.17.0000, 7209.18.0000, 7209.25.0000, 7209.26.0000, 7209.27.0000, 7209.28.0000, 7209.90.0000, 7211.23.0000, 7211.29.0000, 7211.90.0000 and 7225.50.0000. As a result of this decision, the CBSA will preliminarily assess AD and CV duties on all appropriate entries using the rate shown below.

The Canadian International Trade Tribunal has initiated the final phase of its injury investigation to determine whether the dumping and subsidisation of the above-mentioned merchandise has caused injury or retardation or is threatening to cause injury to the domestic industry. A public hearing in this investigation will be held on 19 November and a final determination is expected by 21 December. Interested parties may also file product exclusion requests with the CITT by 22 October.
