Canada Makes Preliminary Affirmative AD/CV Determinations on Sucker Rods

On 16 August, the Canada Border Services Agency made preliminary affirmative determinations in its antidumping and countervailing duty investigations of mainland Chinese sucker rods, including pony rods, with or without couplings attached and with or without guides attached, manufactured to American Petroleum Institute 11B specifications, equivalent standards or proprietary standards, including in a finished or semi-finished state, made of solid steel, including carbon, alloy and special grades of steel, of 2.5 inches (63.5 millimetres) or less in diameter of rod body, with stated measurements subject to permissible tolerances, classified under HTSCA 8413.91.0010. As a result of this decision, the CBSA will preliminarily assess AD and CV duties on all appropriate entries using the rates shown below.

The Canadian International Trade Tribunal has initiated the final phase of its injury investigation to determine whether the dumping and subsidisation of the above-mentioned merchandise has caused injury or retardation or is threatening to cause injury to the domestic industry. A public hearing in this investigation will be held on 13 November and a final determination is expected by 14 December. Interested parties may also file product exclusion requests with the CITT by 15 October.
