Fabrics, Ropes, Steel Gates, Ladders, Digital Scales, Other Items Among New China List 3 Tariff Exclusions

Additional exclusions from the Section 301 additional 25 percent tariff on List 3 goods from mainland China were recently announced by USTR. Affected products include certain fruits, satin woven fabrics, man-made fibre ropes, non-woven rug pads, steel gates for confining children or pets, steel electrical boxes, aluminium ladders, digital electronic scales, electronic calculators, brake drums and chairs. These exclusions, which must be claimed using new HTSUS subheading 9903.88.36, are reflected in 35 specially prepared product descriptions that cover 75 separate exclusion requests. They will be retroactive to 24 September 2018 and remain in place through 7 August 2020.

These product exclusions are available for any product that meets the specified product description, regardless of whether the importer filed an exclusion request. The scope of each exclusion is governed by the scope of the product descriptions set forth in the attached notice and not by the product descriptions in any particular request.
