Mexico Updates Mandatory Standard for School Scissors, Announces TRQs for Various Products

Mexico has updated through NOM-140-SCFI-2017 its mandatory standards for children’s scissors, which were originally adopted in 2000 and amended in 2001. NOM-140-SCFI-2017 includes provisions regarding references and definitions, classes of scissors, dimensional and sensory specifications, specifications for materials, sampling requirements, test methods, and provisions in the areas of marking, conformity assessment, compliance and oversight. The new requirements will enter into force on 4 March.

The Mexican government has also implemented separate TRQs, as well as associated allocation procedures, for the following products.

  • up to 100,000 tonnes of onions classified under HTSMX 0703.10.01 (duty-free treatment from 1 January through 31 March of every year)
  • up to 140,000 tonnes of lemons classified under HTSMX 0805.50.01, 0805.50.02 and 0805.50.99 (duty-free treatment from 1 January through 30 April of every year)

Additionally, the TRQs on up to (1) 200,000 tonnes of beef classified under HTSMX 0201.10.01, 0201.20.99, 0201.30.01, 0202.10.01, 0202.20.99 and 0202.30.01; (2) 150,000 tonnes of rice classified under HTSMX 1006.10.01, 1006.20.01, 1006.30.01, 1006.30.99 and 1006.40.01; and (3) 300,000 tonnes of fresh, chilled and frozen chicken and certain cuts and offal classified under HTSMX 0207.11.01, 0207.12.01, 0207.13.03, 0207.13.99, 0207.14.04 and 0207.14.99 have been extended for calendar years 2018 and 2019.

Lastly, Mexico has renewed through the end of 2020 an amended version of the TRQ that provides duty-free treatment to imports by eligible domestic producers of baby products classified under HTSMX 3924.90.99 (only silicon trainers and nipples), 8715.00.01 (only strollers) and 9401.80.01 (only high chairs and baby carriers), as well as toys classified under HTSMX 9503.00.01 (only pedal or lever cars), 9503.00.02, 9503.00.03, 9503.00.04, 9503.00.05, 9503.00.06, 9503.00.11, 9503.00.12, 9503.00.14, 9503.00.15, 9503.00.16, 9503.00.20, 9503.00.24, 9503.00.36, 9503.00.99, 9504.90.99 and 9506.62.01.
